Article VI Clause 2. <br /><br />Then as a counter point you have the 14th Amendments' Privileges or Immunities Clause which, depending on the interpretation, gives the states permission not to enforce certain laws.<br /><br />As to that last part of mine, when people hear or think secession they should be remembering the Civil War.
